Your Committee on Public Works to which was referred Resolution
'No. 318-87 , reports as follows :
The purpose of Resolution No . 318-87 is to authorize the Mayor of the
County of Hawaii to execute all documents necessary for the
processing of applications for State and Federal grants for the
planning, design and construction of a new wastewater treatment
facility for the City of Hilo . Resolution 318-87 also authorizes the
Mayor to accept such State and Federal grants .
Your Committee finds that the existing Hilo primary sewage treatment
plant is in need of repair . Your Committee is also aware that the
present facility is located within the tsunami inundation zone and
that it is recommended that the plant either be protected by a
tsunami barrier or relocated to a site outside the inundation zone .
Your Committee received and accepted two presentations relating to
Resolution 318-87 . Kokua Hilo Bay suggested a number of alternatives
including the use of injection wells to dispose of treated
wastewater . A second presentation was based on M&E Pacific Inc . ' s
(Metcalf and Eddie ) Wastewater Facilities Plan for South Hilo which
was prepared for the County of Hawaii in 1980 .
The presentation, based on the 1980 M&E Pacific 's Wastewater
Facilities Plan for South Hilo, pointed out that Hilo ' s Puhi Bay
facility does not meet Federal secondary treatment standards and that
the facility is prone to flooding and tsunami damage . The
presentation suggested two alternative schemes for upgrading Hilo 's
system--the first or Scheme 1 , requiring an upgrade of the existing
facility and the incorporation of tsunami protection measures , and a
second or Scheme 2 , providing for the abandonment of the existing
facility and the construction of a new secondary treatment plant
outside the tsunami-prone zone . Included in the presentation was a
cost comparison of the two alternatives . Scheme 1 was estimated to
cost $20 million with the entire cost being borne by the County .
Scheme 2 was estimated at $37 million . Using the present Federal
State/County cost sharing ratio of 55 :18 : 27 , the projected County
share for Scheme 2 is $10 million .

The County of Hawaii has basically completed its planning process for
wastewater treatment in the South Hilo district . The Design and
Construction phases remain . Resolution 318-87 authorizes the Mayor
to seek Federal and State grants for the design and construction of
these recommended improvements .
Your Committee on Public Works is in accord with the purpose of
Resolution No. 318-87 and recommends its adoption by the County
Council .
