Your Committee on Public Works to which was referred Communication
'No . 1127 and its attached Bill No . 372, reports as follows:
Bill 372 proposes to amend the provisions of Chapter 15 , Article 2 ,
Division 1 , Section 15-14 of the Hawaii County Code relating to
fishing regulations in County Parks . Bill 374 prohibits the gathering
and collection of fish , crustaceans or mollusks from any body of
water located in any County owned or controlled park using cross
nets , throw nets , spears , bows and arrows , chemicals , explosives ,
electrical devices , and all types of net which measure more than
three feet at the widest span . Bill 374 further prohibits the sale or
offering for sale of any aquatic life taken from waters within the
park areas .
Your Committee has received testimony from the Department of Parks and
Recreation in support of this measure . The intent is to keep bows
and arrows out of the park and to keep crossnets from being used in
the ponds . Bows and arrows present a Safety hazard. Crossnets stir
the ponds and make them muddy .
Your Committee finds that Bill 372 applies only to the ponds within
the parks . Enforcement of this bill will be by the police and
hopefully the State Fish and Game wardens . Your Committee finds that
this bill only controls abusive uses at County ponds and does not
prevent children from recreational fishing using fishing poles and
scoop nets .
Your Committee on Public Works is in accord with the purpose of
Bill 372 and recommends its passage on first reading by the County
Council .
