While Council Bill 113 is pale and weak compared to what should be proposed and passed, it is better
than nothing, and is headed in the right direction. Please at least pass this greatly watered-down bill. If
even this cannot be done, then we indeed have little regard for the aina and the non-farming residents of
this island. The introduction to the bill itself well states the reason it should be supported, even if the
remainder of the bill runs contrary to the strength of the opening statement and rationale (the exemptions
are too contradictory to the preamble of the bill, too generous and casual, and the penalties for non-
compliance are too minimal).
The very least we can do is pass this version, Bill 113. If we cannot do even this, then we will have
failed to show due regard for our healthy future on this small "big" island. Kauai has recently gained
national attention and respect for its own GMO-related legislation. Let us here on Hawaii Island, in our
own form, also do what is right for the greatest good for the greatest number. Any less, and we have
reason for shame.
