Re: Fund Balance Notification for June 30, 2013
Pursuant to Hawaii County Code Section 2-12.4, I am transmitting the June 30, 2013,
fund balance information:
Fund Balance $15,692,177.30
Fund Balance Designated for Future Year 21,650,000.00
Total Budgetary Fund Balance, June 30, 2013 $37.342.177.30
The fund balance of$37.3 million is the result of the county's careful, responsible strategy
to limit spending over the last five years. This is the largest fund balance ever, and is a
result of our conservative fiscal decision making during a very challenging economic
period. We delayed hiring to save on salaries, imposed continuing controls to limit
overtime, deferred equipment purchases and took an array of other steps to save money
during recent years.
We want to thank and congratulate all of our employees for their hard work as we
continue to hold the line on spending. We greatly appreciate their efforts, which allowed
the county to establish a solid and stable fiscal condition. This fund balance is the result
of their sacrifice and commitment to maintain critical county services. They are truly
doing more with less.

This fund balance will be instrumental in meeting the fiscal year 2014-15 budgetary
needs, and is not intended for new programs or services this year. We have consistently
rolled forward any generated fund balance into future years because we know the years
ahead will continue to be challenging as we face increasing costs and a slowly recovering
economy.
