Re: Grant to Redeeming Light International, Incorporated
The Department of Research and Development wishes to provide a grant of$30,000 to Redeeming
Light International, Inc., for the Big Island Film Festival at the Fairmont Orchid, scheduled to take
place on May 22 —26, 2014.
Enclosed is a resolution authorizing the Department of Research and Development to provide a
grant of$30,000 pursuant to Hawai`i County Code (2005 Edition as amended) Chapter 2, Article
25, Section 2-139(a)(3)(A) to Redeeming Light International, Inc..

A. REQUEST:
Pursuant to Hawaii County Code Section 2-139(a)(3)(A), the Department of Research and Development
would like to award $30,000 to Redeeming Light International, Inc. for the Big Island Film Festival at the
Fairmont Orchid, scheduled to take place May 22-26, 2014.
This award is a result of a competitive selection process for the Hawaii Tourism Authority's County Product
Enrichment Program (HTA CPEP) funds. The HTA provides $400,000 annually for tourism product
development in the areas of: cultural tourism, agritourism, health and wellness tourism, ecotourism,
edutourism and technology tourism. These funds are awarded to the selected programs and also cover the
HTA CPEP contract administration including the Tourism Specialist's salary.The Department issued the
Request for Proposals in August 2013, for projects taking place in CY14. Award and rejection letters were
sent to the 35 applicants in late October 2013. Research and Development will be making 18 awards for
events taking place throughout the island, and throughout the year. The organization has a 501(c)3 tax
exemption status.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Research and Development has supported this important film festival since its inception.
The Big Island Film Festival at the Fairmont Orchid, Hawaii attracts 2,400 attendees during the week-long
series of events, and also inspires filmmakers from around the world to bring new film production projects to
our island. In addition, workshops in screenwriting, film production and the technical aspects of the film
industry are held to provide additional training opportunities for our growing film production workforce on-
island.
