Re: Operating Budget
Resolution 179-13 was adopted on October 16, 2013 to transfer$31,000 from the Clerk-Council
Services Contingency Relief account to the Transfer to Golf Course Fund account. These funds
are to be used purchase a Cushman turf-truckster and a Greens Groomer brush system for
maintenance at the Hilo Municipal Golf Course.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $31,000
to the Department of Parks and Recreation Golf Course Equipment account within the Golf
Course Fund. Please waive this bill from the Finance Committee and place it on the December
4, 2013 Council Agenda in order to expedite this transaction.

A. REQUEST:
Increase revenue account 090.3609.11 Transfer from General Fund by $31,000
Appropriate to 090.561.5561.06.480 Golf Course Eqpt, Misc Equipment $31,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Resolution 179-13 was adopted October 16, 2013. Council Member Onishi transferred $31,000 out from the
Clerk-Council Services - Contingency Relief Account to the Department of Parks and Recreation, Transfer to
Golf Course Fund. The discretionary funds from District 3 will be used to purchase a cushman turf-truckster
and a greens groomer brush system for maintenance of the Hilo Municipal Golf Course.
Council action is requested to amend the Golf Course Fund budget by increasing revenues and
appropriating funds to the equipment account.

RE: Bill No. 157 : AN ORDINANCE TO AMEND ORDINANCE NO. 13-65,AS
AMENDED,THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL
YEAR ENDING JUNE 30,2014.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
