Your Committee on Public Works to which was referred /Bill 363,
reports as follows :
The purpose of Bill 363 is to repeal Ordinance No . 86-125 which set
the fees for certificates of vehicle inspections within the County of
Hawaii at $9 .75 for automobiles and trucks and at $4 . 25 for
motorcycles and trailers for the period of November 25 , 1986 through
June 30 , 1987 . The repeal of Ordinance No . 86-125 will enable this
County to set the fees for certificates of vehicle inspections beyond
June 30 , 1987 .
Your Committee on Public Works finds that at the County Council
meeting of May 6 , 1987 , a letter from State Director of
Transportation Edward Hirata dated April 30 , 1987 , was received by
the Council announcing the formation of a task force to study the
Motor Vehicle Inspection Program. Goals of the task force include
reviewing the effectiveness of the inspection program, considering a
proposal which delegates both the rule making and fee setting
responsibilities to the Department of Transportation , and proposing
legislation, as required, for the 1988 State Legislature .
Your Committee on Public Works is supportive of the Department of
Transportation 's suggestion of forming a tasking force to study the
Motor Vehicle Inspection Program and is aware that any desired and
significant changes to the inspection program cannot be formulated by
June 30 , 1987 , when this County 's vehicle inspection fees become null
and void . Accordingly, your Committee desires to continue to extend
this County 's vehicle inspection fees beyond the June 30 , 1987
"sunset" date .
Your Committee on Public Works is concerned in that Bill 363 is a
complement to Bill 364 . To insure that both bills are passed, your
Committee has amended Section 2 of Bill 363 to read "This ordinance
shall take effect upon the adoption and approval of Bill 364. "

Your Committee on Public Works having amended Bill 363 , recommends
passage of Bill 363 , Draft 2 on first reading by the County Council .
