Your Committee on Public Works to which was referred Resolution
No . 308-87 , reports as follows:
The purpose of Resolution No . 308-87 is to recognize the
accomplishments of the late Frank M. Santos , Sr . by renaming the
Papaikou Park to "Frank M. Santos Park " .
Your Committee finds that Mr . Frank Santos , Sr . , was a dedicated
athlete and sportsman who made countless contributions and personal
sacrifices for recreation and local sports in the North Hilo
district . Your Committee also recognizes and acknowledges the 700 or
so petitioners who requested that the ball park in Papaikou be named
in memory of Frank M. Santos .
Your Committee is concerned that this County does not have any
policies and procedures for the naming of its facilities . Your
Committee has requested that the Department of Parks and Recreation
work with the Committee in developing such a policy for the County of
Hawaii .
There were also questions raised by your Committee as to whether
buildings , rather than facilities , should be named in honor of
outstanding citizens . Anticipating that a new gymnasium at the
Papaikou Park will soon be a reality, your Committee did request
Councilwoman Jitchaku, introducer of Resolution 308-87 , to determine
before the next Council meeting on May 20 , 1987 , if the naming of the
new gymnasium in honor of Mr . Frank M. Santos would be an acceptable
alternative .
Your Committee on Public Works is in accord ith the purpose of
Resolution No . 308-87 and recommends its adop ' on by the County
Council .
