Your Committee on Public Works to which was Bill 222, Draft 2 ,
reports as follows :
The purpose of Bill 222 , Draft 2, is to establish an additional
means of raising revenues for the County General Fund by selling
space for commercial advertising in the County park areas . The bill
provides that the Director of Parks and Recreation may allow any
private firms to advertise their products in County parks if the
advertisement is found to be for the benefit of the public .
Currently, advertisements are only allowed if the goods , services ,
or facilities are available within the park area .
Your Committee on Public Works has reviewed the opinion of
Corporation Counsel Ronald Ibarra dated November 24 , 1986 in which
he stated that State Statute prohibits advertising in parks as
currently proposed in Bill 222, Draft 2, and thus , the County does
not have the authority to permit such outdoor advertising. In
addition, the Corporation Counsel 's verbal opinion at the Public
Works Committee meeting of January 13 , 1987 , confirmed that
advertising on golf scorecards does not constitute outdoor
advertising and therefore is permissible .
Your Committee concurs with the opinions of the Corporation Counsel
and has accordingly amended Bill 222, Draft 2 , by (1 ) , maintaining
the existing provisions relating to outdoor advertising which limit
advertising to goods , services , or facilities available on the
premises ; and ( 2 ) , allowing for advertising on golf scorecards .
Your Committee on public Works submits Bill 22, Draft 3 to the
County Council for considerat ' ,n and .a sage .n second and final
reading.
