Your Committee on Public Works to which was referred
Communication 821 and its attached Bill 292 entitled "An Ordinance
Amending Chapter 24, Article 10, of the Hawaii County Code 1983,
Relating to Traffic Regulations" , reports as follows :
Bill 292 proposes three amendments to Chapter 24 of the Hawaii
County Code of 1983, which upgrade and improve on traffic
regulations . The amendments accomplish the following:
(1 ) Parking is being allowed along a 55-foot section of Hanama
Place, directly in front of the Kailua Trade Center . The intent is
to provide short-term parking for customers of the Kailua Trade
Center without adversely affecting the available roadway width for
emergency vehicles. Chapter 24, Article 10, Section 24-280 ( 28) ,
Schedule 28 is being appropriately amended.
( 2) Parking is being prohibited on the southeast side of
Hanama Place, from Kuakini Highway and extending makai for a
distance of four hundred feet . This side of the roadway has been
improved for pedestrian use. A new item to Chapter 24, Article 10,
Section 24-280, Schedule 28, is being proposed .
( 3) The marked crosswalk on Kaumana Drive, makai of Chong Street is
being deleted. Your Committee has been advised that the crosswalk
is not frequently used and is located in an area with substandard
sight distances . Item 9 of Chapter 24, Article 10, Section 24-276,
Schedule 24 is deleted.
Your Committee on Public Works has reviewed these proposed
amendments to the Traffic Code. Your Committee notes that a copy of
this Bill has also been provided to the Kailua Village Special
District and Urban Design Review Commission. Your Committee on
Public Works recommends its passage of Bill 292 on first reading by
the County Council and that it be referred back to the Committee on
Public Works prior to its f ' . al readin. .
