Your Committee on Public Works to which was referred
Communication 824 and its attached Resolution 228-86 , reports as
follows :
Communication 824 submits for Council consideration and adoption,
Resolution 228-86, the purpose of which is to authorize the
Administration to enter into a contract for a period of more than
one fiscal year for the purpose of furnishing and operating a public
transit bus service. Pursuant to Section 10-11 of the Hawaii County
Charter, all contracts , leases , or other obligations requiring the
payment of funds from the appropriations of a later fiscal year or
more than one fiscal year shall be made or approved by resolution.
Your Committee on Public Works is aware that the present contracts
for the Hele On Bus system expire on December 15 , 1986 and that in
order to provide for a continued public transit service, the
administration did solicit bid proposals for a new multi-year
contract from December 16, 1986 through December 15, 1989. Your
Committee has been advised that of the four bids submitted and
considered for this multi-year contract, PHT, Inc. , dba Polynesian
Hospitality, was found to be the lowest responsible bidder . The
administration would now like to enter into a multi-year contract
with PHT, Inc. for furnishing and operating a public transit bus
service for the County of Hawaii . Your Committee has been advised
by Transit Operations Administrator Stephen Shinchi that the
multi-year contract will have a base contract cost of 1881,936 over
three years . It will be subject to adjustments in the second and
third year for insurance costs . Bus fare will accrue to the County.

Your Committee on Public Works supports the awarding of a new public
transit service contract. Pursuant to Section 10-11 of the Hawaii
County Charter , your Committee recommends the adoption of
Resolution 228-86 by the County Council authorizing the County to
enter into a multi-year contract with PHT, Inc. , for furnishing and
operating public transit service for the period December 16, 1986
thru December 15, 1989.
