Your Subcommittee on Beautification, to which was rereferred
!Bill 218 relating to the regulation of signs in Kailua Village,
reports as follows:
The purpose of Bill 218 is to provide for more control over the use
of temporary signs in the Kailua Village. It is intended with the
passage of this bill, that temporary signs be displayed for a period
not to exceed thirty calendar days in a calendar year . Bill 218
also provides for a permit process for temporary signs and its
regulation. Bill 218 establishes a permit fee of $10 for temporary
sign permit applications and increases the existing sign permit
application fees to $20.
On August 12, 1986, Bill 218 was favorably reported out of this
subcommittee and was submitted for adoption by the County Council
with Public Works Committee Report 99. Bill 218 was passed on first
reading on August 20, 1986, by the County Council and referred back
to Committee pending review by the Kailua Village Special District
and Urban Review Commission and the Planning Department .
Your Subcommittee on Beautification finds per Communication 671. 2,
that the Kailua Village Special District and Urban Review Commission
has a favorable recommendation of Bill 218. Your Committee also
believes that the comments of the Planning Director are resolvable .
Your Subcommittee on Beautification, therefore, recommends adoption
of Bill 218 on second and final reading by the County Council .
