Your Committee on Public Works to which was referred
Resolution 220-86 relating to motor vehicle safety inspections,
reports as follows:
The purpose of Resolution 220-86 is to express the concern of the
County Council about the implementation of new standards for vehicle
safety inspections and of the need to re-evaluate the amended rules
of the Department of Transportation and its justification.
Your Committee on Public Works is cognizant of the strong public
reaction to the newly amended rules and regulations of the
Department of Transportation' s Periodic Safety Inspection of Vehicle
Program. In response to this reaction, two separate resolutions
have been submitted for introduction, one to the public works
committee and another to the planning committee, expressing the
concerns of the people and requesting an evaluation and
justification of the vehicle inspection program. Your Committee
finds that these two resolutions, each with a different approach to
resolving the problem, show great merit and are deserving of
consideration. Your Committee on Public Works, therefore, has
amended Resolution 220-86 to combine and improve both approaches in
expressing the need to review and justify the Periodic Safety
Inspection of Vehicles Program. Bill 220 has also been amended by
requesting that the present rules and regulations for Periodic
Safety Inspection of Vehicles be abolished .
Your Committee on Public Works, having amended Resolution 220-86,
submits and recommends Resolution 220-86 , a- amended, be adopted by
the County Council.
