Your Committee on Public Works, to which was referred
Resolution 187-86 reports as follows :
The purpose of Resolution 187-86 is to express the full support of
the Council of the County of Hawaii of the Department of Hawaiian
Home Land ' s lease acceleration program and to request the support of
the Administration.
Your Committee finds that the Hawaiian Homes Commission Act of 1920,
set aside some 190,000 acres of Hawaiian Home Lands to be
administered in trust for the benefit of native Hawaiians. This
Act, authorized the Department of Hawaiian Home Lands to administer
a homesteading program under which Hawaiian Home lands are leased
back to native Hawaiians for residential , agricultural , and pastoral
purposes . Your Committee finds that the Department of Hawaiian Home
Lands has undertaken a program to accelerate it award of homestead
lots to its more than 13 ,000 applicants on waiting lists, of whom
more than 4, 600 are for lots on the Big Island .
In its review of this Resolution, your Committee finds that while
the Deparment of Hawaiian Home Lands attempts to follow County of
Hawaii standards in developing its lands, its enabling legislation
permits the development of its properties under its own standards
without regard to County standards .
Your Committee finds that the award acceleration program is an
ongoing program of the Department of Hawaiiann Home Lands and
concludes that the Council support and passage of Resolution 187-86
will neither enhance nor inhibit the project . Your Committee also
has reservations as to whether Council endorsement of the
acceleration program would commit the County of Hawaii to future
obligation in upgrading substandard improvements .

Your Committee on Public Works, having considered Resolution 187-86,
finds that its passage would neither enhance nor inhibit the
Hawaiian Home Lands Awards acceleration Program. Your Committee,
recognizing the implications of a future obligation to the County of
Hawaii , recommends that the Council of the County of Hawaii receive
and file Resolution 187-86.
