Your Committee on Public Works to which was referred
'Communication 697 and its attached Bill 227 amending the Traffic
Code reports as follows:
The purpose of Communication 697 and its attached Bill 227 is the
designation of a "No Parking Anytime Zone" on the makai-Puna side of
Aupuni Street fronting the Hilo Lagoon Centre Annex Building and
between the two access driveways to the Hilo Lagoon Centre .
At its 36th session, on July 29 , 1986 , your Committee requested that
the administration reevaluate Bill 227 by considering the placement
off a mid-block crosswalk in the vicinity of the Hilo Lagoon
Centre . The Department of Public Works , having reevaluated
Bill 227 , has submitted that a crosswalk in front of the Hilo Lagoon
Centre Annex Building would not meet accepted traffic engineering
standards and that an acceptable crosswalk , displacing valuable
street parking, would have to be located over 200 feet from the
annex building. The department having discussed the effects of both
the proposed "No Parking Anytime Zone" and a crosswalk with its
proponents recommends against the placement of a mid-block crosswalk
on Aupuni Street and that the measure proposing a "No Parking
Anytime Zone" on Aupuni Street be withdrawn.
Your Committee on Public Works concurs with the recommendations of
the Department of Public Works and recommends that the Council
receive and file Bill 227 .
