Your Committee on Public Works, to which was re-referred Bill 232,
reports as follows:
The purpose of Bill 232 is to amend Chapter 24 , Article 10 ,
Section 24-280 (d ) , Schedule 28 of the Hawaii County Code 1983 and
create a "No Parking Anytime" zone on the mauka side of Kuakini
Highway between Palani Road and the Old Kona Airport. The proposed
"No Parking Anytime" zone is being established to improve sight
distances on Kuakini Highway and reduce congestion during sporting
events.
Your Committee on Public Works first considered Bill 232 at its
Committee meeting of August 26 , 1986 . The Committee , aware that a
portion of Kuakini Highway between Palani Road and the Old Kona
Airport is included within the Kailua village Special District ,
requested that the Department of Public Works seek additional
comments on this proposal from the Kailua Village Special District
and Urban Design Review Commission (KVSD Review Commission) . Your
Committee , desiring to review the comments of the Kailua Village
Special District Review Commission before final passage of Bill 232,
recommends that the Council pass Bill 232 on first reading and refer
Bill 232 back to the Committee on Public Works prior to its final
reading .
Your Committee on Public Works, has received additional testimony on
Bill 232 from the Department of Public Works stating that Kailua
Village Special District Review Commission has no objections to the
proposed "No Parking Anytime" zone .

Your Committee on Public Works having resolved its concerns
regarding Kailua Village Special District Review Commission input ,
remains in accord with the purpose of Bill 232. Your Committee
recommends passage of Bill 232 on second and final reading by the
County Council .
