Your Committee on Public Works, to which was referred
`Communication 713 and it attached Bill 231 , reports as follows :
Bill 231 propose a series of amendments to Chapter 24 of the
Hawaii County Code of 1983 , which upgrade and improve our traffic
regulations . The amendments accomplish the following:
(1 ) a 15-mile-per-hour speed limit is being established on Kohola
Street in Hilo. The speed limit on this narrow County owned
residential street has never been formally set by ordinance.
Chapter 24, Article 10, Section 24-253, Schedule 1 is being
appropriately amended .
(2 ) A 25-mile-per-hour speed limit is being established on the
Napoopoo Road in Kona from the Hawaii Belt Road to its makai
terminus . The speed limit on this road has never been posted or
formally set by ordinance. Chapter 2, Article 10, Section 24-255 ,
Schedule 3 is being appropriately amended.
(3 ) The thirty-five mile per hour speed zone on Kilauea Avenue is
being extended beyond its intersection with Haihai Street to
Hale Manu Drive. Kilauea Avenue, between Haihai Street and
Hale Manu Drive is a two-land roadway which provides daily ingress
and egress for the residents of Hale Manu Drive. The establishment
of a 35-mph speed limit on this segment is proper . Chapter 24,
Article 10, Section 24-257 is being appropriately amended.
(4) The intersection of Waianuenue Avenue and Kaiulani Sreet has
been signalized by the County of Hawaii . As part of this project ,
the bus stops on Waianuenue Avenue have been deleted and
redesignated ; the mid-block crosswalk has been eliminated ; certain
"no parking anytime" zones have been eliminated; a new "no stopping
or standing" zone has been established ; and new "passenger loading"
zones on Waianuenue Avenue have been established. These changes are
being accomplished with amendment to Sections 24-275, 24-276 ,
24-280, 24-286, and 24-287 of Chapter 24, Article 10, Hawaii County
Code of 1983.

(5 ) a "no parking anytime" zone is being established on the Hamakua
side of Lanikaula Street fronting the Holy Cross Church. The
proposed zone is being created to improve sight distances of
motorists . Chapter 24, Article 10, Section 280(c ) , Schedule 28 is
being appropriately amended.
(6 ) The existing freight loading zone fronting the Tou Inn
Restaurant on Kilauea Avenue is being relocated to a location in
front of the Lullabye Waterbeds store. An evaluation of the loading
zone has determined that the proposed location would be more
functional. Chapter 24, Article 10, Section 24-288, Schedule 36 is
being appropriately amended .
Your Committee on Public Works has reviewed these proposed
amendments to the Traffic Code. Your Committee is in accord with
the purposes of Bill 231 and recommends it passage on first reading
by the County Council .
