Your Committee on Public Works, having been briefed at its 36th
Session on July 29, 1986 on the Administration 's proposed bid
proposal for the Hele On Bus Contract and having appointed a
subcommittee to look into the bid proposals , reports as follows :
The members of the subcommittee consisting of Councilmembers Lai ,
Herkes and Kokubun have reviewed the proposed bid proposal of the
administration. The subcommittee is in concurrence with the
provisions of the bid proposal and recommends that the Council
approve and support the proposal which provides that:
1 . The bid proposal specifies a contract period from December 16 ,
1986 to December 16, 1989 for three major service areas: East Hawaii
(consisting of intra-Hilo and Pahoa-Hilo routes ) ; West Hawaii
(consisting of the Kona-Hilo route ) ; and North Hawaii (consisting of
Honokaa-Hilo, Honokaa-Sheraton Waikoloa Hotel , and Kohala-Sheraton
Waikoloa Hotel routes ) .
2. The bid proposal provides for total service hours of
approximately 11,260 hours excluding the Kau-Hilo, intra-Kona, and
intra-Hilo Dial-A-Ride services which shall be maintained by HCEOC
and EAD, respectively, through a consolidation plan.
3. County continues to maintain bus fare revenues.
4. Liability insurance coverage for the County be secured and
maintained through the contractor.
5 . The bid proposal solicits hourly contracted rates per vehicle
utilizing County equipment and bidder 's equipment for each major
service area sought .
6. The bid proposal may be fully executed only upon the final
approval of the County Council .

Your Committee on Public Works is in support of the recommendations
of its Subcommittee on the Hele On Bus Contract and the scope of the
bid proposal . Your Committee recommends that the Council approve
the administration 's bid proposal thereby permitting advertisement
and the opening of the formal contract bidding process .
