Your Subcommittee on Beautification, to which was referred
Communication 671 and its attached Bill 218, reports as follows :
Bill 218 is a proposed amendment to the Hawaii County Code of 1983,
relating to advertising and signs in the Kailua Village, which was
drafted and submitted by the Legislative Auditor 's Office pursuant
to the request of the Subcommittee on Beautification and the
guidance of its Chairman. Its purpose is to provide for more
control over the use of temporary signs in the Kailua Village. It
is intended with the passage of this bill, that temporary signs be
displayed for a period not to exceed thirty calendar days in a
calendar year. Bill 218 also provides for a permit process for
temporary signs and its regulation. Bill 218 establishes a permit
fee for temporary sign permit applications. Finally, Bill 218
increases the existing sign permit application fee to $20.
The Subcommittee on Beautification concurs with the purpose and
intent of Bill 218 and recommends the adoption of Bill 218 by the
County Council .
