Your Committee on Public Works, to which was referred Bill 224,
reports as follows:
The purpose of Bill 224 is to propose a new section on Property
Offenses to Chapter 14 of the Hawaii County Code 1983 which
prohibits and provides a penalty for the injury or defacing of
property owned or controlled by the County of Hawaii . Bill 224
establishes penalties of a fine not exceeding X1 ,000 or by
imprisonment not to exceed ninety days or both .
Your Committee on Public Works is aware that the incidence of
property damage to public facilities has been increasing over the
years. Our County Code is silent with respect to property damage to
public property and facilities and needs to be strengthened. The
public must be made aware that the County shall not tolerate
destruction, misuse, or abuse of County facilities .
Your Committee on Public Works is in accord with the purpose of
Bill 224 and recommends its passage on first reading by the County
Council.
