HomeMy WebLinkAboutREP PWC 093 07/07/1986 1984-1988 REPORT OF THE COMMITTEE ON PUBLIC WORKS DATE: July 7 , 1986 PLACE: Pahala Elementary and Ka 'u High School Cafeteria TIME: 11 :00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works, to which was referred 'Communication 470.9 and its attached Bill 209 reports as follows : Communication 470.9 is a transmittal letter from Councilman Herkes, submitting Bill 209 for consideration by the Public Works Committee . The purpose of Bill 209 is to amend Chapter 24, Division 8, Section 24-293 of the Hawaii County Code 1983 relating to the restriction of vehicular traffic on certain streets by certain vehicles . Bill 209 creates a new subsection within Section 24-293 which restricts vehicles of three or more tons gross vehicle weight from using Kupuna Street and Lako Street in North Kona . Your Committee has heard much testimony in its meetings of April 15 , 1986 and May 27 , 1986 about the traffic through the Kilohana Subdivision, and of the need to control such traffic for purposes of public order and safety. Bill 209 offers a solution to reducing the volume of traffic through the Kilohana Subdivision while maintaining needed East-West access between Alii Drive and Kuakini Highway. Your Committee is aware that similar ordinances limiting the passage of heavy vehicles on certain streets have also been successful in Kauai County and in the City of San Francisco. The Committee recognizes gross vehicle weight as a preferred means of vehicle identification for purposes of restricting heavy traffic in subdivisions . The gross vehicle weight of a vehicle is found on each vehicles ' registration certificate. PWC REPORT No . 93 PDOPTED : JUL 16 1986 PWC- 93 Page 2 July 7 , 1986 Your Committee is also aware that Bill 209, while proposing to restrict the passage of heavy vehicles on certain streets , does not apply to utility, emergency or delivery vehicles and school buses providing services to the residents of the designated streets . Further , the restrictions proposed by Bill 209 do not apply during the period of any emergency declared by the office of Civil Defense . Your Committee on Public Works is in accord with the purpose of Bill 209 and recommends its passage on first reading by the County Council . 4,„,/,, ,,- M E K.
