Your Committee on Public Works, to which was referred
Communication 651 and its attached Bill 208 reports as follows:
Communication 651 from the Department of Public Works, submits for
Council review and consideration Bill 208 amending Chapter 21 ,
Hawaii County Code 1983 relating to sewers .
The purpose of Bill 208 is to amend the sewer user charge rate
schedule so as to make the present user charge equitable to the
owners of multi-housing units . Presently, apartment buildings are
being charged a sewer user fee of $7 .50 per unit or the equivalent
of an average of 75 percent of its water bill . Other multi-housing
units such as hotels, condominiums, and dormitories are assessed a
user fee for equal to 65 percent of its water bill . Bill 208
corrects this inequity by including apartment buildings in its
description of non-residential sewer service customers in
Section 21-29 of Chapter 21, Hawaii County Code 1983.
Your Comittee on Public Works is in accord with the intent and
purpose of Bill 208. Your Committee has filed Communication 651 and
recommends the passage of Bill 208 on first reading by the County
Council .
