HomeMy WebLinkAboutREP PWC 091 07/08/1986 1984-1988 REPORT OF THE COMMITTEE ON PUBLIC WORKS DATE: July 8, 1986 PLACE: Pahala Elementary and Ka 'u High School Cafeteria TIME: 12 :30 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works, to which was referred Resolution 190-86 reports as follows : The purpose of Resolution 190-86 is to request that the Administration of the County of Hawaii enter into negotiations with the State Department of Land and Natural Resources and with owners who presently have title in fee to portions of that property or roadway known as the Waiohinu-Ha 'ao Springs Road for a transfer of title of said property to the County of Hawaii . Your Committee 's interest in the Waiohinu-Ha 'ao Springs Road dates back to March 1985 when the residents of Kau, formally submitted a petition requesting that the County of Hawaii pave the road. Since that time, the Council and this Committee did attempt to address the Ka 'u road problem on a County wide basis by looking at the maintenance all roads which service County facilities . Resolution 190-86 specifically addresses the maintenance of the Waiohinu-Ha 'ao Springs Road by requesting the administration to seek title to and jurisdiction of the Ha 'ao Springs Road. Your Committee has been informed that the Ha 'ao Springs Road generally falls within the jurisdiction of the Department of Land and Natural Resources ; that the road is not a state highway pursuant to Section 264-1 of the Hawaii Revised Statutes, as amended ; and that the road is used regularly by both residents in the area and by the County 's Department of Water Supply to inspect and maintain its water source, pipeline, and easement . The Committee has been informed that its Department of Public Works has in the past, assisted the Department of Water Supply in maintaining roadway negotiability. PWC REPORT No . 91 ADOPTED : PWC-91 -2- July 7 , 1986 Your Committee, is aware that there are numerous substandard roads within the County, has been asked to review each on its individual merits . Your Committee has asked to look at public safety needs when deliberating on Resolution 190-86 and the fact that the Ha 'ao Springs Road parallels and provides daily maintenance access to this County 's Ha 'ao Spring water source . Your Committee on Public works submits Resolution 190-86 to the County Council for consideration and disposition.
