Notification that a report on the fund balance for fiscal year ending June 30, 2013 will not be submitted to the County Council by the October 15 deadline. ORDER OF RESOLUTIONS Res. 201-13: AUTHORIZES THE DIRECTOR OF FINANCE TO ENTER INTO NEGOTIATIONS FOR THE ACQUISITION OF TAX MAP KEY NOS. 1-4-002:022 AND 051, VACATIONLAND LAND TRUST IN THE DISTRICT OF PUNA, PURSUANT TO CHAPTER 2, ARTICLE 42, HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED) The Vacationland Land Trust property (322 acres)was ranked by the Public Access Open Space and Natural Resources Preservation Commission as the seventh priority for purchase, and the Mayor in Communication No. 168, dated February 21, 2013, recommended the Council's acceptance of the list. Reference: Comm. 487 Intr. by: Mr. Ilagan Res. 228-13: AUTHORIZES THE DEPARTMENT OF RESEARCH AND DEVELOPMENT TO AWARD A GRANT TO KAILUA VILLAGE IMPROVEMENT DISTRICT The grant of$30,000 would be used for the 2014 Active Lifestyle, Cultural & Special Events program in Historic Kailua Village, which includes numerous events held throughout the year. Reference: Comm. 527 Intr. by: Ms. Poindexter Page 2 FC-23 December 3, 2013 Res. 230-13: AUTHORIZES THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR LEASE FOR FIVE COPY MACHINES FOR THE HAWAII COUNTY POLICE DEPARTMENT Authorizes the Mayor to enter into a five year lease agreement for five copy machines, each at a cost of approximately $216 per month and $0.0098 per copy. Reference: Comm. 528 Intr. by: Ms. Poindexter Res. 231-13: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF THE ATTORNEY GENERAL, PURSUANT TO HRS 46-7, FOR THE POLICE DETECTIVES TRAINING GRANT TO THE HAWAII COUNTY POLICE DEPARTMENT The $65,200 grant from the State of Hawaii Department of the Attorney General, Crime Prevention and Justice Assistance Division, would be used to train investigative personnel with the goal of increasing the prosecution success rate for murder and other serious violent crimes in Hawaii County. Reference: Comm. 529 Intr. by: Ms. Poindexter BILLS FOR ORDINANCES Bill 153: AMENDS ORDINANCE NO. 13-65, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2014 Appropriates revenues of$65,200 in the Federal Grants - Police Detectives Training Grant account; and appropriates same to the Police Detectives Training Grant account. Funds would be used to train investigative personnel with the goal of increasing the prosecution success rate for murder and other serious violent crimes in Hawaii County. Reference: Comm. 529 Intr. by: Ms. Poindexter Page 3 FC-23 December 3, 2013 Bill 155: AMENDS ORDINANCE NO. 11-40, AS AMENDED BY ORDINANCE NO. 13-47, PERTAINING TO THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR THE PURPOSE OF FINANCING VARIOUS PUBLIC IMPROVEMENTS DESCRIBED THEREIN Deletes the following projects: 1)Pool Drainage Covers ($500,000); Banyan Beach Parking Lot ($300,000); and Kalaniana`ole Interceptor Sewer Rehabilitation Phase 2 ($6.9 million). Funds would be redirected to major maintenance on wastewater and other county facilities, primarily police and fire stations, to include resolving Americans with Disability Act compliance issues. Reference: Comm. 531 Intr. by: Ms. Poindexter Bill 156: AUTHORIZES THE ISSUANCE OF GENERAL OBLIGATION BONDS OF THE COUNTY OF HAWAII FOR THE PURPOSE OF FUNDING ALL OR A PORTION OF THE COSTS OF VARIOUS PUBLIC IMPROVEMENT PROJECTS; FIXES THE FORM, DENOMINATIONS, AND CERTAIN OTHER DETAILS OF SUCH BONDS AND PROVIDING FOR THEIR SALE TO THE PUBLIC; AND AUTHORIZES THE TAKING OF OTHER ACTIONS RELATING TO THE ISSUANCE AND SALE OF THE BONDS An aggregate principal amount of bond issuance not to exceed $61 million, to fund all or a portion of the costs of the 23 public improvement projects set forth in Exhibit A attached to the bill.
