Lai , Chairwoman and Members Committee on Public Works Hawaii County Council Hilo, Hawaii 96720 On April 15 , 1986 at the Kona Surf Hotel and on April 22, 1986 at the Hawaii County Councilroom, public hearings on Hawaii County 's Sign Ordinance were held by the Subcommittee on Beautification. As an introduction to these public hearings, the following areas on interest and concern were presented to the public: 1 . Does the community want an effective and enforced sign ordinance? 2. If enforced, is the existing sign ordinance adequate? 3. Is the community willing to pay for the enforcement of its sign ordinance? 4 . How should the sign ordinance be enforced and how should that enforcement be funded? 5 . How does the community feel about requiring a graphic sign policy for shopping centers, industrial parks and resort communities? 6 . Should variances be handled by the Council or by the Planning Department and the Planning Board of Appeals? The Subcommittee is pleased to report its acceptance of some three hours of positive testimony at its hearings in Kona and Hilo . Written testimony was also received and entered into the record. The focal concern of the testimony presented was the need for enforcement as an immediate solution. It is apparent to the public and this Subcommittee that without proper enforcement, our sign ordinance is meaningless . The Subcommittee shall continue to work on the simplification of the enforcement provisions of the Sign Ordinance and shall be submitting, for Council consideration, a measure to supplement and fund enforcement .
