Your Committee on Public Works, to which was referred Bill 169 ,
reports as follows:
The purpose of Bill 169 is to amend Chapter 24 , Article 10 , Hawaii
County Code 1983 relating to traffic regulations by establishing a
35 mph speed limit on a portion of the Saddle Road (Section 24-257 )
and by establishing a no-parking zone along the Kaohe Homestead Road
(Section 24-280 ) .
Your Committee finds that the present speed limit on the Saddle Road
from a point 0 .5 miles mauka of the Country Club junction to the
Mamalahoa Highway in South Kohala is 45 mph and that the Department
of Public Works , as a result of studies, is recommending that the
speed limit be lowered on a segment of this road.
Your Committee finds that the request for a no-parking zone along
Kaohe Homestead Road, a recommendation of Mrs. Lillian Salazar ,
Athletic Director, Pahoa High and Elementary School , has been
studied by the Department of Public Works and found to be supportive
of improved traffic circulation.
In its review of Bill 169 , the Committee discovered that in
adjusting the speed limits on a portion of the Saddle Road from
45 mph to 35 mph, Bill 169 only proposed amendatory language to
Section 24-257 relating to the 35 mph speed limits and not to
Section 24-260 relating to the 45 mph speed limit. To correct this
shortcoming, your Committee has amended Bill 169 by adding a new
section which amends Chapter 24 , Article 10 , Section 24-260 .
Your Committee on Public Works concurs wi . the intent of Bill 169 .
