Your Committee on Public Works , to which was referred
`Communication 348 , reports as follows:
Communication 348 is a report to the Council on the County 's sewer
treatment plant odor abatement actions and a request for an
additional appropriation of $60 ,000 for purposes of a complete study
of odor and the process maintenance procedure of the sewage treatment
plant .
Your Committee on Public Works finds that this communication was
first considered and deferred by the Committee on November 25 , 1985
to allow the Department of Public Works an opportunity to work with
chemical suppliers in an effort to reduce the costs of the study on
odor .
Your Committee has been advised that the efforts of the Department of
Public Works to interest chemical suppliers has been unsuccessful .
The suppliers were deemed to be unwilling to supply free chemicals to
the County of Hawaii for the duration of a one-month test period .
Your Committee on Public Works , having found that efforts to interest
chemical suppliers in sponsoring the County 's odor abatement study
have been unsuccessful , recommends the appropriation of $60 ,000 to
fund the Odor , Maintenance Management and Privatization Study. Your
Committee, with the assistance of the Legislative Auditor 's Office ,
has drafted a bill to accomplish this intent . Your Committee on
Public Works further recommends that this g ' 11 be referred to the
Committee on Finance for co ideration .
