Your Committee on Public Works , to which was referred
Communication 529 and attached Resolution 168 reports as follows :
The purpose of Resolution 168 is to establish a legislative policy
requiring the County of Hawaii to maintain any roadway used as an
access to a County facility. It is the intent that maintenance be
performed on roadways for which the County has title in fee . In
instances where a roadway provides access to a ounty facility and
title to this roadway is not with the County of Hawaii , it is the
intent that the administration be directed to negotiate for title so
as to permit road maintenance .
As a matter of history, your Committee is aware that in March 1985 ,
the residents of Ka 'u submitted a petition requesting that the
County maintain the Ha'ao Springs Road. In response to this
petition, a resolution was drafted which requested the
administration to effect negotiations for title to the Ha 'ao Springs
Road . This resolution was reviewed by the Chief Engineer and by the
Corporation Counsel . During the continuing legislative review and
lobbying process , the resolution was further amended to its present
form which establishes a general policy relating to the maintenance
of accesses to County facilities .
Your Committee on Public Works is in accord ith the intent of this
policy resolution and recommends its adoption .y the County Council .
