Your Committee on Public Works , to which was referred
'"Resolution 138-86 , reports as follows:
The purpose of Resolution 138-86 is to authorize the Mayor of the
County of Hawaii , together with its Director of Parks and
Recreation, to initiate a request to acquire a parcel in the
Bayfront area as a permanent site as a county active recreation
facility.
Your Committee finds that the parcel is presently used and
maintained as a soccer field by the various soccer organizations
under permit of the Department of Land and Natural Resources . Your
Committee also finds that the parcel is within a designated flood
zone area and that a recreational use of the land enhances land
utilization and management .
Your Committee on Public Works did receive testimony from the
Department of Parks and Recreation which recognized the escalated
soccer activity in this community and informed of the Department 's
efforts to assist the program with its limited resources . The
Department did testify that considering its present resources , it is
not recommending acquisition of the parcel . Rather , the Department
of Parks and Recreation recommends the County 's continued support of
the soccer program with its supplemental maintenance assistance .
Your Committee on Public Works having considered the merits of
Resolution 138-86 recommends its adoption • he County Council .
