Your Committee on Public Works, to which was referred
Communication 424 reports as follows .
The purpose of Communication 424 is to establish for the
Public Works Committee a Plan of Action for 1986 . Communication 424
lists the following nine implementing actions for the Public Works
Committee .
1 . Holding at least one County Council meeting and Committee
meetings in 1986 in Puna, Kona, Honokaa , Waimea, North
Kohala and Ka 'u .
2 . Urging the Mayor to fill all vacancies on Commissions and
Boards .
3 . Exploring innovative ways of maximizing the utilization
of our public facilities , e .g . leasing ; privatization;
lease-purchase financing; adopt-a-park ; joint-use
State-County .
4 . Implementing strong preventive maintenance policies and
programs to assure that an adequate level of maintenance
is performed and that tort liability can be minimized or
even eliminated . Continue to visit and evaluate
facilities and programs .
5 . The Council and Administration work in consonance in
identifying where improvements such as streamlining,
consolidating, and cutting red-tape to increase
operational efficiency. We must continue to improve the
Building Permit Process and the Plan Approval process .
6 . Encouraging the Administration to continue to assist us
in our long-term Program Review in understanding each
department 's programs and services .
7 . Urging the council take our Auditor 's recommendations
seriously to implement a three-year , realistic and
meaningful Operating Budget .

8 . Establishing a Capital Improvement Budget by priority and
following the County Charter by passing a meaningful
six-year Capital Improvement Budget .
9 . Requesting the Administration to implement the "MAKE
HAWAII BEAUTIFUL" campaign and to work with the Council 's
Sub-Committee on Beautification to set goals for 1986 .
Your Committee on Public Works concurs with the purpose and intent
of Communication 424 and submits the Plan of Action for 1986 to the
County Council for adoption .
