APPROVAL OF AGENDA The Committee approved the agenda. III. MINUTES The Committee approved the minutes of the September 13, 2013, Executive Committee meeting. IV. REPORTS A. Treasurer's Report The following item was approved by the Executive Committee: 1. Treasurer's Report for September 2013 as submitted by the HSAC Treasurer. B. County Reports 1. Maui County Report. Treasurer Victorino reported that the County is hosting the Hawaii Water Works Association's Annual Conference October 23 through October 25, 2013 at the Makena Beach and Golf Resort. He further reported that the theme for this year's conference theme is "Balancing Water Demand and Land Use." 2. Hawaii County Report. Vice President Onishi reported that the Council postponed action on the HSAC 2014 Legislative Package until the next round of Committee meetings scheduled for next week. 3. City and County of Honolulu Report. Secretary Chang reported that the Council will take action on the HSAC 2014 Legislative Package at its upcoming round of Committee meetings scheduled for next month. He further reported that at its October monthly meeting, the Council considered the following measures: 1) Bill 62 2 (2013) which requires minors to wear helmets when operating a skateboard, roller skates, including inline skates, a toy vehicle or a similar device upon the public sidewalks, alleys, malls, parks, grounds, parking lots, and other public places where such operation is permitted; 2) Resolution 13-201, which requests the City Auditor to perform a comprehensive management and performance audit of the Board of Water Supply; and 3) Bill 54 (2013) which sets a flat- rate fare for taxicab service from the Honolulu International Airport to Waikiki. 4. Kauai County Report. President Rapozo deferred this month's report to the next Committee meeting. C. NACo Report. Treasurer Victorino reported that the next Board of Directors meeting will be held on December 5 — 6, 2013 in Cedar Rapids, Linn County, Iowa. D. WIR Report. Vice President Onishi reported that the most recent Board of Directors meeting held in Grand Junction, Mesa County, Colorado on October 2—4, 2013, was a good mix of topical seminar speakers and roundtable discussions among the delegates. He further reported that the primary issues discussed at the meeting were the Affordable Care Act, Immigration Reform, and the Payment in Lieu of Tax (commonly known as PILT) and their impacts upon counties. He concluded by informing the Committee that the next Board of Directors meeting will be held in Anchorage, Anchorage Unified Borough, Alaska on May 21 — 23, 2014. President Rapozo reported that he also attended the most recent Board of Directors meeting held in Grand Junction and will be submitting a formal travel report to the Committee next month. V. UNFINISHED BUSINESS A. Discussion relating to the policy for the use of estimated funds derived from the "NACo Prescription Drug Marketing Fee" budget line item in FY 2014. President Rapozo reminded the Committee that he had requested at a prior Committee meeting that each county submit proposals regarding the use of monies stemming from the NACo Prescription Drug Market Fee Program. Vice President Onishi and Treasurer Victorino requested deferral. This item was deferred. B. Communication from HSAC Secretary Stanley Chang transmitting for the Executive Committee's consideration proposed amendments to the HSAC Bylaws. 3 Secretary Chang informed the Committee that Maui County's proposed bylaw amendments will be included the bylaw documents prepared by the City and County of Honolulu. This item was deferred. VI. NEW BUSINESS A. Communication from HSAC Secretary Stanley Chang requesting agenda time to discuss the progress surrounding the 2014 HSAC Annual Conference. Brandon Mitsuda reported that the 2014 HSAC Annual Conference will be held on June 12— 13, 2014 at the Sheraton Waikiki Hotel to allow conferees to take advantage of the June 11, 2014 state holiday and extended special conference room rates. Treasurer Victorino informed the Committee that the 2014 American Water Works Association (AWWA) Annual Conference and Exposition is being held on June 8 — 12, 2014 in Boston, Massachusetts. He reminded the Committee that the HSAC annual conference is traditionally held during the third week of June to avoid conflict with this conference and other county legislative dates. He explained that as the Government representative to AWWA, he is obligated to attend its annual conference and requested consideration of alternate dates for the 2014 HSAC annual conference. This item was received and filed. B. Discuss and consider nominations to represent HSAC on the Hawaii Employer-Union Health Benefits Trust Fund Task Force. President Rapozo explained that Act 268 (2013) created the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) Task Force (Task Force) with the primary purpose to examine the EUTF's unfunded liability. He further explained that the Task Force membership includes one member from HSAC. He informed the Committee that he received two written nominations for consideration by the Committee to fill the HSAC representative Task Force position. Treasurer Victorino informed the Committee that the Maui County Council adopted Resolution 13-114 on October 4, 2013, nominating Maui County Councilmember White to serve as the HSAC representative on the Task Force. 4 Vice President Onishi informed the Committee that Hawaii County has nominated Hawaii County Councilmember Poindexter to the serve as the HSAC representative on the Task Force. Hawaii County Councilmember Poindexter expressed interest in serving as the HSAC representative to the Task Force. She informed the Committee that her education, background and expertise in the healthcare industry make her an ideal candidate to serve on the Task Force as the HSAC representative. Maui County Councilmember White expressed interest in serving as the HSAC representative to the Task Force. He informed the Committee that he was a state House of Representative for five years at the Hawaii state Legislature and brings state legislative expertise and relationships to his nomination. He opined that the EUTF presents the biggest financial challenge for the state and counties as employers. The Committee recessed at 10:20 a.m. The Committee reconvened at 10:39 a.m. Treasurer Victorino made a motion to approve Maui County Councilmember White as the HSAC representative on the Task Force. Vice President Onishi voted nay. President Rapozo reminded the Committee that section 12 of the HSAC bylaws require that all actions taken at Committee meetings be approved by unanimous vote. President Rapozo informed the Committee that Kauai County Council Chair Fufaro nominated Maui County Councilmember White to be the HSAC representative to the Task Force which was subsequently approved by the Kauai County Council. He clarified that at the time of Kauai County Council's approval of Maui County Councilmember White's nomination, Hawaii County Councilmember Poindexter was not a nominee candidate. Hawaii County Councilmember Poindexter withdrew her candidacy and instead requested that she serve as Maui County Councilmember White's alternate on the Task Force. The Committee approved Maui County Councilmember White as the HSAC representative on the Task Force and Hawaii County Councilmember Poindexter as his alternate. VIII. ANNOUNCEMENTS A. Schedule next meeting. The next Executive Committee meeting was scheduled to be held on November 27, 2013 at Honolulu Hale. 5 B. Other announcements. Honolulu City Council Chair Martin introduced Brandon Mitsuda as the Honolulu City Council's Council Liaison. IX.
