Re: Resolution for multi-year subscription agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year for a new
multi-year subscription agreement with Thomson Reuters for Westlaw Next online legal research
service.
The current subscriber agreement expires on December 31, 2013 and the Office of the
Prosecuting Attorney wishes to extend this. They have been offered a multi-year subscription
rate, which represents a significant annual cost savings over rates without a multi-year contract.
This service, which they have been using for over 18 years, has been utilized to reduce their
book subscriptions and the costs of legal research.
The Office of the Prosecuting Attorney requests that this resolution be waived from the Finance
Committee and be placed on the December 18, 2013 Council Agenda due to the impending
expiration of their current subscriber agreement.

A. REQUEST:
Approval to enter into a multi-year agreement with Thompson Reuters for online legal research service.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):

The Office seeks to renew our agreement with Thomson Reuters for WestlawNext online legal research.
Our current subscriber agreement expires on December 31, 2013. We have been offered several options for
WestlawNext.
With a three year contract the breakdown would be- 1st year cost $3,142.50/month, 2nd year cost
$3,173.93/month (1% increase above year one), and 3-year renewal at $3,205.66/month (1% increase
above year two).
Total cost summary --
WestlawNext:
1-year renewal - $37,710.00
2-year renewal - $38,087.16
3-year renewal - $38,467.92
Three Year Grand Total with renewable contract would be $114,265.08.
Without a discount for entering into a three year agreement the cost would be- 1st year cost 1
$3,281.86/month, 2nd year $3,511.50/month, and Year 3rd year $3,757.40/month.
1st year no-contract - $39,382.32
2nd year no-contract - $42,138.00
3rd year no-contract - $45,088.80
Three Year Grand Total without a contract would be $126,609.12.
We have been utilizing Westlaw for legal research for over 18 years. The plan offers unlimited access to 35
attorneys and other appropriate support staff. It should be noted that the monthly rate is a tremendous
savings over paying for research at the customary hourly rate and that we have been able to reduce our
book subscriptions in lieu of providing our legal staff online research capabilities.
We request a waiver of Finance Committee action in order to complete the approval process prior to our
agreement expiration date.

RE: Resolution No.249-13: Resolution Authorizing the Payment of Funds of a Later Fiscal
Year and of More Than One Fiscal Year for a Multi-Year Subscription Agreement with
Thompson Reuters for Westlaw Next.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
