SUBJECT: National Park Service Ala Kahakai National Historic Trail Testimony
Proposed Kohala Kai LLC GOE of Trails to the County of Hawaii
Thank you for providing the National Park Service with the opportunity to submit
comments to the County of Hawaii Council's Finance Committee on the subject GOE.
The National Park Service (NPS) administers the Ala Kahakai National Historic Trail
(NHT) which was added to the National Trails System by the U.S. Congress on
November 13, 2000 (Public Law 106-509). The legislation authorizing the Ala Kahakai
NHT identifies an approximately 175-mile portion of prehistoric ala loa, and other trails
on or parallel to the seacoast extending from Upolu Point on the northern tip of Hawaii
Island down the west coast of the island around South Point to the east boundary of
Hawaii Volcanoes National Park. The Ala Kahakai National Historic Trail combines
surviving elements of the ala loa with segments of later alanui aupuni, which developed
on or parallel to traditional routes, mauka-makai trails, and more recent pathways and
roads that created links between the historic segments. Natural and cultural resources and
landscapes are vital to the mission of the Ala Kahakai National Historic Trail.
Since the our initial involvement in January of 2012, Ala Kahakai National Historic Trail
staff consistently recommended at all site visits and community meetings attended that
the preferred trail route within the Kohala Kai LLC remain in the location of the original
ala loa, or Mahukona-Kawaihae Trail which is the current jeep road that traverses the
project. Although the alignment has been widened to accommodate different modes of
transportation, historic maps show the existing jeep road alignment to be the original ala
loa. As such, this verified ancient trail remnant segment falls in the Ala Kahakai NHT
Comprehensive Management Plan's highest priority of trail alignments.
Ala Kahakai National Historic Trail believes that leaving the trail/jeep road in its current
location will benefit the community and Kohala Kai LLC homeowners for current and
future generations.
