Your Committee on Public Works, to which was referred ill 86
amending Chapter 24 of the Hawaii County Code of 1983 relating to the
Traffic Code, reports as follows:
First, Bill 86 proposes to establish a mid-block crosswalk on
Kamehameha Avenue. The crosswalk will service the users of two
soccer fields in the vicinity of Kumu Street . As part of this
proposal, sight distances at the crosswalk are also being improved
with the creation of a No Parking Zone 250 feet in either side of the
crosswalk .
Second, Bill 86 authorizes the relocation of a crosswalk across the
Mamalahoa Highway in Kona. The existing crosswalk fronting the
Kealakekua Library terminates at the entrance to a private road and
creates a conflict between pedestrians and vehicles . This crosswalk
is being relocated approximately 60 feet to the south and will front
the Central Kona Union Church.
Third, Bill 86 proposes to relocate an existing Freight Loading Zone
on Alii Drive in the vicinity of The Kona Galley to an area on
Kaahumanu Place. Kaahumanu Place is the access road to the
Kailua Bay Wharf. Related to this proposal are the adjustment of
No Parking Zones on both Alii Drive and Kaahumanu Place.
Finally, Bill 86 proposes to delete an existing Passenger Loading
Zone on Mamo Street, just mauka of Punahoa Street . This action will
permit an additional metered space on Mamo Street .

Your Committee has reviewed the comments of the Department of Public
Works , as submitted in Communications 162, 290, 291, and 292. Your
Committee did express reservations with the proposal to relocate the
existing Freight Loading Zone on Alii Drive because of the absence of
a concurrence by the Kailua Village Special Design Commission. Your
Committee did agree , however, to recommend passage of Bill 86 on
first reading in anticipation of such a concurrence by the Commission.
Your Committee on Public Works is in general concurrence with the
purpose and intent of Bill 86, and recommends passage of this Bill on
first reading by the County Council .
