Your Committee on Public Works, to which was referred
Communication 260 from Mr . Walter Yamaguchi , proprietor of the
Kalapana Store and Drive In, reports as follows:
Communication 260 is a sign variance request from the Kalapana Store
and Drive In for the erection of an illuminated sign 30 square feet
in area .
Your Committee has received testimony from both the Departments of
Planning and Public Works . The Departments recognize that while the
property may be zoned residential, the business of the
Kalapana Store and Drive In is being allowed under a special use
permit . Further, comparable businesses in business or industrial
districts are allowed a 32 square feet ground sign. Under these
circumstances, they do not object to the requested variance .
The Committee has also reviewed and considered public statements and
communications on this variance request which were received by the
full Council on August 21 , 1985 and referred to this Committee as
Communication 287 .
Your Committee believes that the Kalapana Store and Drive In
provides a basic necessary service for residents and visitors of the
Kalapana area and that identification consistent with the allowable
use is proper and desirable . Your Committee further finds
additional utility in the proposed sign which provides illumination
to the postal boxes located on the Yamaguchi property. The lighted
sign will also provide for more security. Your Committee on Public
Works concurs with the findings and recommendations of the
Department of Planning and Public Works and further finds that
hardship will exist if the variance were o approved. Your
Committee therefore recommends that t,)e Council grant a variance to
the Kalapana Store and Drive -I for 5 • ' illuminated ground sign.
