Your Committee on Public Works to which was referred Bill No . 69,
entitled: "An Ordinance Amending Chapter 24, Article 7 , Division 5 ,
Section 24-175 , Hawaii County Code 1983 , Relating to Overtaking and
Passing School Busses , " reports as follows :
The purpose of this bill is to amend the existing provisions of the
Hawaii County Code as it relates to the use of flashing red signals
for the overtaking and passing of school busses and to make
nonsubstantive changes to the numbering of existing subsections .
Presently, two standards exist - one for Kona and the other for the
rest of the island - regarding the use of flashing red signals and
overtaking school busses . In the interest of safety, a single
standard should prevail for the County of Hawaii .
Your Committee , in its continuing review of this bill , has suggested
two additional amendments . First , the Committee recommends that the
term "flashing" as in "flashing red signals" be replaced with the
term "alternating" . Second , the Committee recommends that in
business and residential districts , the need for children to cross
the road or the existence of a narrow shoulder on the school bus
driver 's right hand side of the road be sufficient justification for
the activation of the "alternating red signals" .
Your Committee on Public Works has amended Bill 69 and submits
Bill 69 , Draft 2, to the Council for seconcand final reading .
