Your Committee on Public Works to which was referred 'Bill No. 69 ,
entitled: "An Ordinance Amending Chapter 24 , Article 7, Division 5 ,
Section 24-175 , Hawaii County Code 1983 , Relating to Overtaking and
Passing School Busses , " reports as follows :
The purpose of this bill is to amend the existing provisions of the
Hawaii County Code as it relates to the use of flashing red signals
for the overtaking and passing of school busses , and to make
nonsubstantive changes to the numbering of existing subsections .
Presently, two standards exist - one for Kona and the other for the
rest of the island - regarding the use of flashing red signals and
overtaking school busses . In the interest of safety, a single
standard should prevail for the County of Hawaii .
The Committee has received communications from Mr . Herbert Watanabe
of the Department of Education, Hawaii District Office , and the
Hawaii Police Department supporting the proposal for a uniform
standard .
Your Committee on Public Works is in accord with the intent and
purposes of Bill No . 69 and recommends that it pass first reading .
