Your Committee on Public Works to which was referred
Communication 230 entitled "Final Report for Improvement District
No. 16, Keaau Agricultural Lots, Keaau, Puna, Hawaii , " and
Resolution 69-85 entitled a "Resolution approving, adopting and
ratifying the final report of the Chief Engineer of the County of
Hawaii Relating to ' Improvement District No. 16 - Keaau Agricultural
Lots, ' Keaau, District of Puna, County of Hawaii , and authorizing
the Chief Engineer of the County of Hawaii to call for bids on the
basis thereof" , reports as follows:
In accordance with Resolution 57-85 adopted June 5 , 1985, the
Department of Public Works submits for Council review and approval ,
the final plans and specifications for the creation, definition and
establishment of Improvement District No. 16, Keaau, Puna, Hawaii .
The Department has also included as a part of its submittal its
construction cost estimates and copies of its standard form contract
and performance Bond contract forms.
Your Committee on Public Works believes that the final plans contain
sufficient details and specifications as to road, water , and other
special improvements for the Improvement District and that the plans
are in such form as to permit and encourage genuine competition
between contractors.
The purpose of Resolution 69-85 is to:
(1 ) approve, adopt and ratify the final report of the Chief
Engineer of the County of Hawaii relating to "Improvement
District No. 16 - Keaau Agricultural Lots, " Keaau, Puna,
Hawaii , dated July 2, 1985 which includes a corrected map of
said Improvement District, plans, profiles, detail
specifications, form of proposal and the form of contract and
bond; and to,

( 2) authorize and direct the Chief Engineer of the County of
Hawaii , on behalf of the Council to issue a call for tenders
upon the aforesaid work to be done within said Improvement
District on the basis of the Chief Engineer 's final report and
proposal , conditioning acceptance thereof upon the
availability of funds from proceeds of the sale of Improvement
District bonds to be issued hereafter , and bids are to be
submitted and bidding closed by 2 o 'clock p.m. , September 5 ,
1985 said date being more than two (2) weeks after the date of
the first publication of the aforesaid call , including Sundays
and holidays .
Your Committee on Public Works concurs with the purpose of this
resolution and recommends its adoption by the Council of the County
of Hawaii .
