PLACE: Councilroom - Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works to which was referred Communication 174 and Bill 53 relating to parking privileges for handicapped persons, reports as follows: The purpose of Bill 53 is to effect revisions to the County Code which would allow the establishment of statewide parking standards for persons with mobility limitations. In 1984, the State, recognizing that parking for the disabled was .uncoordinated and that multiple and often conflicting eligibility requirements and permits existed in the State and its counties, enacted Act 46-84 to provide for these uniform parking privileges for disabled persons . Included in Bill 53 are refinements to the definition of a disabled person, provisions against abuse of privileges , and an expansion of the penalty provisions affecting the disabled permittee. Your Committee is in agreement with the purpose and intent of Bill 53 and recommends its adoption by the Council of the County of Hawaii . /// MERLE K.
