Your Committee on Public Works, to which was referred Bill 43
entitled, "An Ordinance Amending Chapter 24 , Article 10 , of the
Hawaii County Code 1983 relating to Traffic Regulations" reports
as follows:
The purpose of this bill is the removal of all street parking on the
mauka side of Alii Drive between the Kailua Bay Wharf and Hualalai
Road. The bill makes provisions recognizing Freight Loading zones on
the mauka side of Alii Drive. The bill also establishes a new
Freight Loading Zone on the mauka side of Alii Drive in the vicinity
of the Kona Gallery.
Your Committee has reviewed Communication 98 from the Chief Engineer
which recommends these amendments to our Traffic Code. The Chief
Engineer advises that both the Kona Traffic Safety Committee and the
Kailua Village Special District and Urban Review Commission are in
favor of eliminating parking on the mauka side of Alii Drive and of
the creation of a Freight Loading Zone.
Your Committee has also received testimony about pedestrian problems
in front of the Kona Bay Hotel and has been advised that the removal
of existing spaces there should improve conditions. Your Committee
is also aware that a freight loading zone is needed on the Kailua Bay
Wharf and of Alii Drive enabling the servicing of establishments by
vendors .
Your Committee on Public Works is in agreemen .1ith these amendments
and recommends that Bill 43 be assed o` first reading by the Council .
