Your Committee on Public Works submits , for Council consideration , a
motion that the County of Hawaii forgive all fees and charges
assessed of the Bob Rapp Baseball Tournament held at the County of
Hawaii Hoolulu Complex on February 15-18 , 1985 .
Your Committee is aware that Bill No . 15 which provides credit for
insurance premiums paid for liability insurance to parks and
recreation user fees and concession charges when the net proceeds of
an activity are dedicated to a scholarship fund was passed by the
Council on final reading on February 14 , 1985 . Your Committee is
also aware that the Council made a special effort in passing this
measure before the Bob Rapp Tournament, showing its support for this
event which brings in teams from the other islands , Canada and the
continental United States . Your Committee also finds that
Mayor Dante K. Carpenter vetoed Bill 15 on February 25 , 1985 , on the
grounds that the bill was too broad for effective implementation .
Your Committee recognizes that tournaments , such as the Bob Rapp,
promotes needed stimuli to our county's economy. Your Committee
finds that it is not without precedent where this County has waived
or forgiven user fees . Your Committee believes that in all
fairness , the Bob Rapp Tournament should be given equal
consideration .
Your Committee on Public Works has therefore adopted a motion that
the County of Hawaii forgive all fees and charges assessed of the
Bob Rapp Baseball Tournament ich was held a ' ' he County of Hawaii
