Your Committee on Public Works to which was referred Communication
No . 2 relating to the appointment by Mayor Dante K. Carpenter , of
Ms . Patricia G. Engelhard as Parks and Recreation Director for the
County of Hawaii , reports as follows:
Pursuant to Article VI , Chapter 3 , Section 6-3 . 2 of the Hawaii
County Charter , the County Council is required to confirm the
appointment of the Director of Parks and Recreation .
Your Committee on Public Works has reviewed the professional
credentials and the goals of Ms . Patricia G. Engelhard. The
Committee submits that Ms . Engelhard 's prior experience in
management and labor relations are among her many qualifications and
that her goals and objectives of the Department of Parks and
Recreation are acceptable . The Committee especially recognizes
those short term goals to improve productivity and service .
The members of your Public Works Committee have participated in the
public confirmation hearings for Ms . Engelhard on January 9 and 10 ,
1985 , in Hilo and in Kona . The Committee acknowledges favorable
public testimony on behalf of Ms . Engelhard from
Ms . Kelly L. Pearson, representing the Hilo Comets Association;
Ms . Lyndell Lindsey, representing the Haili Girls Volleyball
Association; Mr . Norman Lewis; and Ms . Alfie Fujitani representing
the Kona-Kohala Chamber of Commerce. No unfavorable testimonies
were received.

Your Committee on Public Works refers the name of
Ms . Patricia G. Engelhard as the Parks and Recreation Director for
the County of Hawaii to the County Council for final consideration .
