CO1'IMITTEE ON PUBLIC WORKS

Your Committee on Public Works to which was referred
/Communication No . 2 relating to the appointment by Mayor Dante K .
Carpenter of Mr . Hugh Y. Ono as Chief Engineer for the County of
Hawaii , reports as follows :
Pursuant to Article VI , Chapter 2 , section 6-2 . 2 of the Hawaii
County Charter , the County Council is required to confirm the
appointment of the Chief Engineer .
The Public Works Committee finds that Mr . Hugh Y. Ono is a qualified
registered Professional Engineer whose background reflects both
supervisory and administrative experience with the State Department
•
of Transportation and the Department of Accounting and General
Services . Mr . Ono has been a resident of this island for some 18
years and has been very active in our community .
The Committee on Public Works has reviewed Mr . Ono ' s proposed
directions as Chief Engineer and finds them to be acceptable. The
Committee is in agreement with Mr . Ono in that the public is of the
highest priority . The Committee looks forward to Mr . Ono 's goals of
streamlining the building permit process and to the development of
pride and a positive county image .
The members of the Public Works Committee have also participated in
the public confirmation hearings on January 9 and 10 , 1985 in Hilo
and Kona. The Committee acknowledges favorable public testimony on
behalf of Mr . Hugh Y. Ono from Mr . David Blyth representing the
Hawaii Island Contractor 's Association; Mr . Charles L. Schuster ,
former Hawaii District Engineer , Department of Transportation; and
Mr . Thomas H. Yamamoto, representing Mauna Lani Resorts . No
unfavorable public testimonies were received .

Your Committee on Public Works refers the name of Mr . Hugh Y. Ono as
the Chief Engineer for the County of Hawaii to the County Council
for final consideration .
