Your Committee on Public Works to which was referred Communication
-No. 1640, reports as follows:
Communication No. 1640 is a draft of a request for proposal (RFP) for
an integrated waste management system for the County of Hawaii . The
purpose of the integrated waste management system is to reduce the
waste stream to the landfills through recycling, waste conservation
and other waste reduction methods.
The Chief Engineer feels that the selection of the final proposals
may be policy decision and suggests that the Council decide whether
or not to conduct both the evaluation and selection process . He
added that this RFP may receive many proposers which will be reviewed
by an administrative evaluation team. The Council ' s involvement in
the evaluation process would minimize any obstacles or uncertainties .
Your Committee was concerned whether it was proper for the Council to
conduct the RFP review and selection process . The Committee did not
feel the need to be part of the review if they have no part in the
selection. Corporation Counsel forwarded that the review and
evaluation by the Council would be in line with its duty as the
policy making body, however, the selection process is an
administrative duty to be handled by the Executive Branch. Your
Committee requested the Corporation Counsel to submit a written
opinion on the Council ' s role, if any, in the selection process of
the RFP proposals .
The Chief Engineer also added that the RFP' s intent is to be very
flexible to allow for more than one proposer to take over the
different parts of the integrated waste management system, for
example: Pacific Waste Recovery could remove the cars; another
proposer could be responsible for the green waste, composting, etc. .

Your Committee on Public Works recommends that the Council accept the
suggestion of the Chief Engineer and assume the responsibility for
the evaluation and selection of the RFP subsequent to the Corporation
Counsel ' s opinion at the full Council on the Council ' s role in the
evaluation and selection process of the RFP proposals .
