Your Committee on Public Works to which was referred Communication
No.' 1747 and Communication' 1831, reports as follows :
Communication Nos . 1747 and 1831 are Draft 2 and 3, respectively, of
the Integrated Waste Management - Request for Proposal (RFP) .
The Department of Public Works is pursuing the development of an
integrated waste management system and is sending out requests for
proposals from contractors, organizations, vendors, etc. The purpose
of the waste management system is to reduce the waste stream to the
sanitary landfills through recycling, waste conservation of other
alternative waste reduction processes .
Draft 3, further expands the scope of the RFP by breaking it into a
two step process for clarification. The first step is to have the
County Council review the RFP' s . After review and determination of
solid waste policy, the Department of Public Works will issue bids to
address the waste stream reduction.
The Committee is still concerned over its involvement in the
process . They don' t feel the need to review the proposals if the
administration is free to choose their own proposals . The Council
will then be reviewing the RFP' s for information purposes only.
Secondly, your Committee is concerned with the already existing
contracts with Pacific Waste Recovery Systems, Inc. If the contracts
are not terminated, then other companies would not have any right to
the landfills, especially the West Hawaii one, since that right is
given to Pacific Waste Recovery Systems Inc. . Your Committee has
already submitted a resolution requesting the contracts be terminated
with Pacific Waste Recovery Systems, Inc. so that we may proceed with
a new integrated waste management system.
Your Committee on Public Works, therefore, recommends that
Communication No. 1831 be forwarded to the full Council for
delibera ' on.
