Your Committee on Human Services and Public Works, to which was
referred Communication No. 615.02 and its attached Resolution
No. 114-93, Draft 3, reports as follows:
The purpose of Resolution No. 114-93, Draft 3, is to authorize
acceptance by the Hawaii County Council of the Integrated Solid Waste
Management Plan.
Resolution No. 114 was first read by your Committee at its
October 4, 1993 meeting. Resolution No. 114 sought Council ' s
approval and acceptance of the Integrated Solid Waste Management Plan
Final Report by Barrett Consulting as the County' s Integrated Solid
Waste Management Plan. At that time, the Resolution was deferred as
Committee members felt that the Final Report was not acceptable as
the Integrated Solid Waste Management Plan. At that time, it was
also decided that a special meeting would be held to strictly discuss
the Integrated Solid Waste Management Plan on December 13, 1993 .
At the Committee' s December 13, 1993 meeting, Resolution No. 114,
Draft 2, was circulated for discussion. This amended resolution
showed Appendix A, which was in effect an implementation schedule for
various solid waste management components from Barrett Consulting ' s
Final Report, as the Integrated Solid Waste Management Plan, and
labeled Barrett Consulting' s Final Report as a technical reference
guide. At this meeting, numerous amendments were made to Appendix A,
and it was decided that two public hearings would be held on the
matter. It was also decided that the Committee would meet on
January 4, 1994 to go over the amended Appendix A.
On January 4, 1994, your Committee met to discuss Resolution No. 114,
Draft 3 . At this time a few amendments were again made to Appendix A
and Resolution No. 114, Draft 4, was approved.
Public testimony given at the public hearings held in Kona and Hilo
on January 5 and 12, 1994, respectively, showed there were strong
public opinions on this issue, with the different sides of the
islands expressing different primary concerns . Testimony from Kona

indicated that residents there were mostly concerned with the plan' s
proposal to utilize only one landfill for the entire island. Kona
residents were also concerned with the amount of traffic and traffic
hazards that would be created because the refuse would be hauled from
all over the island to West Hawaii resulting in the wear and tear of
County roads . West Hawaii residents also expressed some discontent
with the location of the landfill being so near the resort area.
Many people noted the need to establish recycling programs, and a few
people displayed optimism with the plan if the efforts to recycle and
source separate were strongly established and followed.
Public testimony in Hilo focused mainly on the establishment of
tipping fees . Numerous residents felt that making people pay to dump
their refuse would just result in more people illegally dumping
rubbish alongside the roadways and empty lots . Some haulers
expressed discontent with the proposed establishment of the
enterprise zones, which they felt would cut into their business. As
in Kona, recycling was touted as an important and integral component
of the plan.
Your Committee on Human Services and Public Works is in accord with
the purpose and intent of Resolution No. 114, Draft 4, and recommends
its acceptance by the County Council.
