Your Committee on Public Works to which was referred 'Resolution
No . 454-88, reports a . follows :
The purpose of Resolution No . 454-88 is to request the Mayor to make
a standpipe available at Waiohinu , Ka 'u for residents to obtain water
at no cost . The water would be supplied free until weather
conditions improve enough to provide potable water to residents of
Ka 'u or until the Department of Water Supply installs a coin or
token-operated meter device .
Resolution No . 454-88 states that the eruption continues to emit
pollutants which result in abnormal water quality in catchment
systems and that unusually dry weather has resulted in a lack of
potable water for people on catchment systems in the Ka 'u district .
The resolution also notes the Council ' s recent adoption of Resolution
No . 428-88 requesting a standpipe of Hookena for South Kona residents .
Your Committee raised several concerns on May 24, 1988, as follows ;
1 . The need to look at the resolution in terms of the
entire island to find out if other areas need assistance .
2. The lack of criteria for installing a standpipe so that
the County will know when the standpipe is no longer
needed .
3 . The question of who will pay for the installation of the
standpipe and for the water .
Your Committee referred Resolution No . 454-88 to staff to address
the concerns above .
Your Committee considered Resolution No . 454-88 again on October 11 ,
1988 .
Your Committee finds that the matter has been resolved and concurs
with the Chairwoman 's recommendation to receive and close the file
on the resolution.
