RESOLUTION NO. 253 13
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT FOR THE "TEEN DATING VIOLENCE
CONFERENCES" AT PAHALA HIGH SCHOOL AND KONAWAENA HIGH SCHOOL
WHEREAS, the Committee on Status of Women, in conjunction with the Department of
Education State Education Program, is planning a conference to prevent teen dating violence,
depression, and suicide in the County of Hawai`i; and
WHEREAS, the goal of the "Teen Dating Violence Conferences" is to eliminate the
prevalence and cultural acceptance of teen dating violence and by increasing awareness by
teenagers of its illegality and harmful future effects; and
WHEREAS, violent relationships in adolescence can have serious ramifications for
victims, who are at higher risk for substance abuse, eating disorders, risky sexual behavior,
suicide, adult re-victimization, and the severity of violence among intimate partners has been
shown to increase if the pattern was established in adolescence; and
WHEREAS, the Centers for Disease Control and Prevention, 2010 National Intimate
Partner and Sexual Violence Survey reported that one of five women and one in seven men who
experienced rape, physical violence, and/or stalking by an intimate partner, first experienced
some form of partner violence between ages of 11 and 17 years old. In a nationwide survey, 9.4
percent of high school students report being hit, slapped, or physically hurt on purpose by their
boyfriend or girlfriend in the 12 months prior to the survey; and
WHEREAS, the Centers for Disease Control and Prevention, Youth Risk Behavior
Survey 2011 reported the following:
1. 9 percent of female and 7.9 percent of male high school students in Hawai`i
experienced dating violence; and 9.8 percent female and 4.2 percent male high
school students experienced being physically forced to have sexual intercourse.
2. 35.2 percent of females and 23.5 percent of male high school students in Hawai`i
felt sad or hopeless almost everyday for two or more weeks in a row, and they
stopped doing some of their usual activity.
3. 16.1 percent of high school students in Hawai`i "seriously considered attempting
suicide" and 15 percent of high school students in Hawai`i reported they made a
plan about how they would attempt suicide; and
WHEREAS, complications of untreated teen depressions are far-reaching and may effect
many aspects of a young person's life which include; school absenteeism and decreased
performance, strained relations with parents and siblings, withdrawal from peers leading to
reduced support systems, emotional distress, increased chance of smoking and excess alcohol
and drug use, and potential suicide; and
WHEREAS, clinical depression is a serious medical illness, which affects over one
million U.S. teenagers and most of the time their parents and other adults do not know they are
depressed; and
WHEREAS, the State of Hawai`i, Department of Health reported the following:
1. Suicides and Suicide Attempts Data Summary 1991-2012 reports an average of 170
suicides each year (about one every 2.15 days, all age groups), while another 895
were hospitalized after attempting to take their own lives.
2. Suicide was the leading cause of death in Hawai`i for 15-24 year olds in 2011,
making it the leading cause of injury-related death for most age groups, all but the
very young and very old outpaced car crashes, homicide, poisoning and drowning
(State of Hawai`i Department of Health,

WHEREAS, the conference's target group for prevention of teen dating violence,
depression, and suicide will be the students, teachers, advisors, and counselors from West
Hawai`i high schools, and middle schools, which the primary conference speaker will be Dr. Jill
Murray from California; and
WHEREAS, Contingency Relief funds from Council District 6 will be appropriated to
the Office of the Prosecuting Attorney, for the Committee on Status of Women, Teen Dating
Violence, Depression, and Suicide Prevention conferences which will be held at Pahala High
School and Konawaena High School; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Prosecuting Attorney and the Director of Finance and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
