RE: Waimea Design Plan
The Committee on Planning will discuss the Waimea Design Plan at its next
regular meeting, 1 :30 p.m. , February 25, 1981 , in the Councilroom.
Due to several changes which were made throughout 1980, from the initial
Planning Commission' s recommendations to three informal meetings with the
Waimea Community residents, these changes were combined into one "package"
for ease of review.
The compendium includes all changes recommended by the Planning Commission,
the Waimea-Kawaihae Community Association, and residents in the area.

1. The land use concept in Figure 3.2 should form the basis for the
Waimea Design Plan. This concept proposes distribution of land uses
and circulation based on the County General Plan and Waimea Design
Plan goals and objectives.
2. The following guidelines shall be applicable to all proposed developments
within the Special Design District (SDD) .
a. A minimum eight (8) foot side yard setback in commercial and
industrial areas.
b. Multi-family uses shall be discouraged from commercial zoning
categories.
c. Off-street parking and loading requirements should be provided in
locations that are not visible from street and in a manner consistent

with ready accessibility and visibility to police patrol. Parking
in front of buildings should not be encouraged but site planning
flexibility must be allowed through the use of landscaping and
screening elements to minimize visual impacts of sal-king.

d. Restrict the height of buildings abutting primary or secondary roadways
and any proposed pedestrian/equestrian trail system in UDD 1 and UDD 2
to twenty (20) feet at the high point of the roof when built at the
minimum front yard setback. However, an additional one foot in building
height for each one foot setback, up to limits established in the Zoning
Code, shall be permitted. These land use guidelines shall be interpreted
in relation to the overall intent of the Waimea Design Plan and are to be
used with discretion.
3-10 Correct "1" to read: The primary traffic circulation system should be in
accordance with Figure 3.2, Land Use Concept, and Figure 3.3, Central Area
Concept. Major recommendations are:
3-10 Amend "2" to read: The primary pedestrian/equestrian/bikeway circulation
system should be developed as shown in Fig. 3.2. An implementation program
to further define specific routes, improvement alternatives, and phasing
priorities shall be prepared prior to development of the system. The imple-
mentation program should consider the major concepts of the pedestrian/
equestrian/bikeway circulation. system which are to: •
a. Develop a pedestrian/equestrian/bikeway path along Waikoloa Stream from
the proposed KoPala Mountain Park to the proposed Lalamilo Park and

b. Develop a pedestrian/equestrian system within the Central Area (UDD 2)
as shown in Figure 3.4.
c. As appropriate, develop pedestrian improvements in conjunction with
roadway improvements for Kawaihae Road, Mamalahoa Highways Lindsey Road
and other proposed roads shown around the Central Area that integrate and
are compatible with the overall pedestrial system.
d. Develop a pedestrian/equestrian/bikeway paths linking the Central Area
to existing and proposed residential development.
The equestrian system should focus on the corral at the Central Area.
Certain areas should be identified for the tethering of horses throughout
the equestrian system.
The equestrian system should be designed to permit eventual extension
makai to proposed developments including Waikoloa.
e. Develop a pedestrian/equestrian/bikeway system which will reflect a
combined, coordinated effort between private landowners and County and
State agencies.

Natural or earthtone colors such as dark or olive green, raw umber,
terra cotta, sienna brown, sepia or slate gray should be used on exterior
surfaces of buildings or structures. Stains are encouraged and painted
surfaces should be light absorbing whenever possible. High gloss or
reflective finishes should be discouraged. Other colors can be used for
framing or trim provided that they do not exceed five per cent (5%) of the
exposed surface. Mosiacs, sculpture and murals should be exempt from the
color regulations upon review.

Your Committee on Planning to' which -was referred:
Comm. 141 : WAIMEA DESIGN PLAN
From Councilman Takashi Domingo dated February 17 , 1981,
submitting proposed changes to the Waimea Design Plan,
which includes all changes recommended by the Planning
Commission, the Waimea-Kawaihae Community Association
and residents in the area;
recommends passage of Bill 727 on first reading to adopt the Waimea
• Design Plan with revisions, as contained in the errata sheet
submitted by the Planning Committee Chairman; and that said bill be
referred back to Committee for further review before final reading.
