COUNTY COUNCIL
COUNTY OF HAWAII
HAWAII COUNTY BUILDING
HILO, HAWAII 96720
April 22 , 1981
To: Planning Committee Chairman
From: Councilman Kawahara
Subject: Waimea Design Plan
The most serious concern on this proposal is the
limiting of building heights and sizes .
The plan should not be so constrictive and restrictive
as to rule out future construction of large but attractive
structures such as museums , churches , hospitals , institutions
of learning and science and others that may require massiveness
for maximum effectiveness and attractiveness .
It is unwise for Waimea or any other part of the Big Island
to close its gates to the rest of the world and say we want
no more than so and so size--nothing bigger--without allowance
and consideration for beauty, land space and utility.
Building heights and sizes should be tied to attractiveness ,
size of building site and use . Otherwise, the best elements
of progress and value will be discouraged to the detriment
and stifling of the area.
